As the CEO of SteerBridge, Rob brings to the firm decades of leadership experience serving both in the military and the private sector. A retired Marine Corps Harrier pilot, Rob founded SteerBridge with a special emphasis on elevating the stature of Veterans in the private sector by integrating their experience into federal projects. Rob is able to blend his operational, congressional, and acquisition experience developed in the Marine Corps with his management success while at the US Chamber of Commerce to deliver effective results for SteerBridge customers.
Rob served two terms as the Finance Chairman for the Marine Corps Scholarship Foundation. Additionally, Rob served on the American Armed Forces Mutual Aid Association board and the United Services Automobile Association (USAA) advisory group. He received a B.S. from the Naval Academy and holds M.S. degrees from the Industrial College of the Armed Forces and the Marine Corps University. In addition, he received his M.B.A. from the Indiana University Kelley School of Business with a Global Supply Chain Management Certificate from the University of North Carolina's Kenan Flagler School of Business.
As President, Payments at SteerBridge, Scott Gilliland brings more than three decades of leadership experience in business and technology transformation across the private sector. A global executive known for translating strategy into execution, Scott has led large-scale modernization initiatives that integrate data, artificial intelligence, and digital platforms to deliver measurable enterprise impact.
Scott blends his experience leading global technology transformation efforts, including overseeing initiatives spanning more than 45,000 professionals at JPMorgan Chase, with his advisory work as a Partner at Ernst & Young, where he guided Fortune-scale organizations through complex modernization and emerging technology adoption. His background also includes senior leadership roles at Accenture, where he led major enterprise programs and contributed to the successful turnaround of Healthcare.gov. This combination of execution and strategy enables Scott to deliver scalable, mission-focused payment and financial infrastructure solutions for SteerBridge customers.
Scott holds a BBA in Management Information Systems from Ohio University and resides in Philadelphia with his family.

A retired U.S. Marine Corps Colonel with more than 30 years of service, Bill brings deep expertise in aviation logistics, operational readiness, and large-scale personnel leadership. Throughout his career, he led complex organizations across aviation units, recruiting commands, and joint operations, consistently aligning people and mission to deliver results in high-demand environments.
As Commanding Officer of Recruiting Station Fort Worth, he led his team to achieve the Commandant’s Superior Achiever Award each year under his command. He also served as Warfighter Integration Director at the F-35 Joint Program Office and later as Chief of Staff for the Europe/NATO/Russia branch on the Joint Staff.

Raul Lianez serves as President of Construction & Facilities Management (CFM) at SteerBridge, where he leads portfolio strategy, client engagement, and contract execution across federal infrastructure programs. He is responsible for end-to-end delivery—ensuring scope, schedule, budget, safety, and quality standards are met across all projects.
Raul brings deep domain expertise in Department of Veterans Affairs construction and modernization efforts, including Electronic Health Record Modernization (EHRM) and major PROCON initiatives. His work enables the infrastructure that supports modern healthcare delivery for Veterans nationwide.

A former U.S. Marine Corps aviator and squadron commander, Greg brings over 25 years of aviation experience and more than 4,000 flight hours in tactical aircraft including the F/A-18 and F-35B. He commanded the Marine Corps’ F-35B Fleet Replacement Squadron, leading over 600 personnel and training U.S. and allied pilots while overseeing operations, maintenance, and logistics for one of the Department of Defense’s most advanced aviation platforms.
Greg played a key role in the stand-up of the first operational F-35B squadron and worked closely with the Joint Program Office and international partners to improve sustainment and readiness across the fleet.

Devin is an AI researcher and technology leader working at the intersection of data science, software engineering, and data architecture. Across more than two decades in both the public and private sectors, he has led teams building systems where the cost of getting it wrong is high, and is a vocal advocate for the centaur model; humans and AI working in partnership, each doing what the other can't.
He served as acting CTO for the Special Operations Joint Task Force in Afghanistan, where engineering work had to hold up under live operational pressure. In the private sector, he led data center infrastructure management work at Emerson and spent four years at Goldman Sachs in financial technology, running a distributed team that rebuilt asset servicing systems; work that lifted productivity and reduced operational risk across large-scale financial operations through process automation, cross-functional partnership, and platform-level data architecture.
Devin is a platform evangelist who invests heavily in mentoring and developing technologists, with a particular focus on connecting engineering decisions to the business outcomes they serve. He holds a Master of Science in Information Technology and has delivered solutions for multiple Fortune 500 companies.

This experience gave him a deep understanding of how financial leaders evaluate efficiency, control, and scalability in payment technologies.
In 2016, Bryan acquired Vendorin, an enterprise-focused B2B payments platform, and led a successful turnaround. Under his leadership, the company scaled significantly before being sold in 2020, demonstrating his ability to build, optimize, and exit high-growth businesses.

An experienced weapons school, test pilot, test pilot instructor, program manager & communicator with exceptional strategic requirements and financial resource experience Mike knows how to achieve service goals in the most complex multi-national environments.
During Mike’s career he flew 2600+ hours in 29 aircraft, 18 years total flying, 13 in combat coded Generation 4 or Generation 5 aircraft. As the JSF Operational Test Team (JOTT) Deputy Combined Director for the 637-person USMC, USN, USAF, UK, Dutch & Australian Test Teams. During his tenure as the AV-8B Program Manager he was responsible for the life cycle development and sustainment of the AV-8B Harrier weapon system for the US, Italy and Spain.
His career culminated as the USMC F-35 National Deputy and F-35B Variant Lead where he was directly responsible for oversight and optimization during programmatic execution of greater than $4B USMC dollars annually and representing UK and Italian partner interests in all aspects of F-35B development, production, and sustainment

Charles brings deep federal financial leadership experience, most notably serving as Chief Financial Officer of the Veterans Benefits Administration (VBA). In this role, he oversaw financial strategy and operations for a $188 billion portfolio supporting more than 31,000 employees delivering benefits to over 7 million Veterans. He led a 300+ person organization responsible for budgeting, accounting, enterprise risk management, and fraud prevention, and his team was recognized as VBA’s “Best Place to Work” for three consecutive years.
Prior to SteerBridge, Charles served as an Executive Partner at Gartner, advising public sector CFOs on mission-critical priorities. Earlier in his career, he was a management consultant at Booz Allen Hamilton and served 10 years in the U.S. Air Force as a Financial Management Officer.
He holds advanced degrees in acquisition management and organizational leadership and is a Certified Defense Financial Manager.

She is responsible for aligning cloud capabilities with federal mission needs while driving sustainable growth across Veteran-focused programs.
With over two decades of experience in project delivery, workforce strategy, and technology integration, Lisa brings a practical, mission-oriented approach to building scalable partnerships and high-performing teams. Her work spans both public and private sectors, including support for Department of Veterans Affairs initiatives, where she has led change management and workforce development efforts that improve service delivery and outcomes.

During his military career, Mike served as Deputy Commandant for Installations and Logistics and Director of the Marine Corps Staff, where he led enterprise-wide logistics strategy and oversaw the operations and sustainment of 24 Marine Corps bases worldwide. He drove initiatives that improved materiel readiness across a multi-billion-dollar ground equipment portfolio and established the Marine Corps’ Next Generation Logistics (NEXLOG) team, advancing innovation in unmanned and autonomous logistics systems.
His previous assignments include Director of Logistics for U.S. Northern Command and strategic planner roles at U.S. European Command and U.S. Pacific Command, where he led contingency planning, crisis response, and international military coordination.

During his military career, Jerry commanded at every level of Marine aviation, including Marine Medium Helicopter Squadron 265 (REIN) and Marine Helicopter Squadron One, where he flew as a Presidential Helicopter Pilot aboard Marine One. He later served as Commanding General of 2nd Marine Aircraft Wing, leading more than 14,000 Marines and Sailors and overseeing the readiness of 500 aircraft.
A recognized leader in cyber and information warfare, Jerry served as Deputy Director of Operations at U.S. Cyber Command and Commander of Marine Corps Forces Cyberspace Command, where he advanced cybersecurity and hybrid cloud capabilities. He also led Joint Task Force ARES, delivering offensive cyberspace operations against terrorist networks, and served as the first Commander of Marine Corps Forces Space Command.
He concluded his career as Deputy Commandant for Information, overseeing intelligence, IT, and digital modernization for the Marine Corps.

Dr. Provencher is an orthopaedic sports surgeon at The Steadman Clinic and a Principal Investigator and Fellowship Director at the Steadman Philippon Research Institute. His work focuses on complex shoulder and knee injuries, surgical innovation, biologics, and return-to-performance strategies for elite athletes and tactical professionals. He also serves as a physician for the U.S. Ski & Snowboard Team and as a consultant across major professional sports leagues.
During his Navy career, he served as Director of Sports Medicine and Surgery at Naval Medical Center San Diego and as Head Team Physician for multiple Navy SEAL teams. He also supported global medical operations aboard USNS Mercy. In the private sector, he held leadership roles at Massachusetts General Hospital and served as Head Team Physician for the New England Patriots.

During his Marine Corps career, George commanded aviation units at every level, including Marine Light Attack Helicopter Squadron 169, Marine Aircraft Group 36, 1st Marine Expeditionary Brigade, and 1st Marine Aircraft Wing. He concluded his service as Deputy Commandant for Aviation, where he led the development of requirements and transition plans for next-generation aircraft, weapons systems, and aviation command and control capabilities.
Following his military service, George founded a defense and aerospace consulting firm, advising government, industry, and academic organizations on strategy and innovation. He has also held leadership roles across prominent institutions, including serving as Chairman Emeritus of the Marine Corps Scholarship Foundation.
